In Vedic astrology the Moon (Chandra) is exalted in Taurus (Vrishabha), most deeply at 3 degrees, and debilitated in Scorpio (Vrishchika) at 3 degrees. It rules Cancer (Karka). The Moon has one check no other planet has: its phase. A Moon near full is strong even in an ordinary sign, and a Moon near the new moon is weak even in a good one.
Taurus is a fixed, earthy sign ruled by Venus: steady, comfortable and well fed. The Moon is the mind, and the mind is happiest where things are stable. Scorpio is a fixed water sign of depth and upheaval, ruled by Mars, and there the mind turns intense and restless.
Open your birth chart and read Moon through these checks in order. No single one decides it: an exalted planet in the 8th house, or a debilitated one with its debilitation cancelled, can surprise you.
From strongest to weakest: exalted, moolatrikona, own sign, a friend’s sign, a neutral sign, an enemy’s sign, debilitated. This is the first and most quoted check, but it is only one of several.
Moon is strongest in Taurus (Vrishabha), comfortable in Cancer (Karka), and weakest in Scorpio (Vrishchika). A sign ruled by Sun, Mercury is friendly ground.
A planet in a kendra (1st, 4th, 7th, 10th) or trikona (1st, 5th, 9th) can act freely. In the dusthanas (6th, 8th, 12th) it struggles to give good results for that house, though malefics often do well in the 3rd, 6th and 11th.
Each planet has one house where it gets full directional strength, and the opposite house where it has none.
Moon gets full dig bala in the 4th house.
A planet too close to the Sun is combust (asta) and loses some of its independence.
Moon is never combust.
Jupiter or Venus with or aspecting a planet supports it. Saturn, Mars, Rahu or Ketu with it, or a planet hemmed between malefics on both sides (papakartari), weakens it.
A planet in the same sign in the birth chart and the Navamsa is vargottama, and gains a lot of strength. A planet exalted in the birth chart but debilitated in the Navamsa delivers less than its sign promises.
Shadbala adds up six kinds of strength (position, direction, time, motion, natural strength and aspects) into one number for each planet. It is the most complete single measure, and AstroPal computes it for every chart.
Look at how far your Moon is from your Sun. The further it is, up to the full moon at 180 degrees, the stronger the Moon. Born in the bright half (Shukla paksha) close to Purnima, the Moon is strong. Born within a couple of days of Amavasya, the new moon, it is weak whatever sign it sits in.
If there is no planet (the Sun, Rahu and Ketu are not counted) in the sign before or after the Moon, the chart has Kemadruma yoga, which leaves the mind without support. Planets in a kendra from the Moon or the Lagna cancel it.
Because the Moon is the mind, Vedic astrologers read a second chart with the Moon as the 1st house (Chandra Lagna). A strong Moon makes that chart as important as the Lagna chart.

The Moon is exalted in Taurus (Vrishabha rashi), most deeply at 3 degrees. It is debilitated in Scorpio (Vrishchika) at 3 degrees.
The Moon rules Cancer (Karka). Its moolatrikona is in Taurus, from 3 to 30 degrees, right after its exaltation point.
For the Moon itself, yes. A Moon far from the Sun is bright and strong (it has paksha bala), so a birth near Purnima usually gives a steadier mind than a birth near Amavasya. The rest of the chart still matters.
